摘要: 现有的城市配电网规划综合评估研究主要针对规划目标年电网展开,而忽略了对其他规划年份电网的评估,为此提出配电网规划的多阶段综合评估方法。首先,结合现有研究成果,建立包含上级电源水平、网络结构水平、负荷供应能力和装备技术水平的配电网规划综合评估指标体系;其次,根据地区实际情况和配电网发展目标设定理想评估指标值,并作为配电网现状和规划方案评估的比较对象;最后,基于层次分析法和逼近理想解排序法(AHP-TOPSIS)提出配电网规划多阶段综合评估的总体方法流程。通过对某地区配电网规划方案的实例分析,验证该方法的可行性和有效性。

Abstract: Existing researches of the comprehensive evaluation of urban power distribution network planning focus mainly on the power grid of the planning target year, ignoring other planning years. So, a comprehensive multistage evaluation method for distribution network planning is proposed. Firstly, based on existing research results, an evaluation index system, involving the superior power resources level, network structure level, load supply capacity and equipment technology level, is built. Secondly, according to the actual regional situation and development goals of the distribution network, the ideal evaluation index values are set as the comparative objects for the current situation of the distribution network and planning schemes. Finally, the whole process of the comprehensive evaluation of the distribution network planning are presented based on AHP-TOPSIS( analytic hierarchy process and technique for order preference by similarity to an ideal solution). The feasibility and effectiveness of the proposed method are verified by a case study of an actual distribution network planning schemes for an example region.
