Annual Fuel Cost Minimization Decision Model for Thermal Power Plant and Its Applications

Abstract: Fuel cost accounts for 60%–70% of the production cost of a power plant, and the management of fuel cost has a direct influence on the power plant’s economic benefits. At present, the thermal power plants in China have attached great importance to the whole process of fuel cost management. Based on the relationship among fuel purchase cost, inventory cost and loss cost, an annual fuel cost minimization decision model is established for thermal power plants. The actual operation data of a power plant in 2019 was calculated for decision making. The results show the decision in fuel purchase timing and purchase volume reduced the total annual fuel cost, the annual fuel procurement cost, and the annual fuel inventory and loss cost by 1.18%, 1.14% and 1.43%. respectively. The proposed model provides a new method for scientific management of the fuel cost in thermal power plants.
