Abstract: This paper concludes the quality control requirements of EU from the aspects of regulatory standards, data quality requirements and quality assurance, and compares them with the present situations in carbon dioxide monitoring and regulatory standards in China. Then, corresponding suggestions are proposed for China's thermal power plants on the application of continuous emission monitoring system (CEMS) to measure carbon dioxide emission and the establishment of complete standard and supervisory system in the next stage.
