Abstract: Allocation of transmission grid’s fixed cost is one of the most important processes in the tariff setting, which is directly related to the rationality and justification of the pricing policy. According to the characteristics of high voltage transmission grid’s fixed cost, an allocation method of transmission grid’s fixed cost is proposed in this paper by considering the timely flow tracing and peak load responsibility. Based on the flow tracing, the maximum usage ratio of each line is calculated for peak and valley period, which forms the basis of transmission fixed cost allocation. The method follows the ideal of peak load responsibility. Meanwhile, the peak-valley price mechanism is reflected in the transmission link. The rationality of the method is verified by using IEEE30-bus system. Compared with the traditional flow tracing method, the proposed method is more reasonable in reflecting the usage of the transmission fixed cost by load.
