Abstract: According to the government regulatory ability and replacement policies, the scattered coal definition is put forward in this paper, China's civil scattered coal consumption map is constructed, the data of scattered coal is provided in each sector at provincial level, and then the fact is identified that industrial small boilers and rural living are the most important areas of scattered coal, which concentrate in a few provinces on the line from the Northeast to the Southwest. The PM2.5, SO2 and NOx emissions from concentrated coal and scattered coal are compared in the study. It can be seen that the PM2.5 emission of scattered coal is more than that of coal-fired power plant. The influence of coal production supply, heating demand and infrastructure on the consumption and distribution of scattered coal is also analyzed, and the suggestions of policy and measures are put forward at last.
