Market Mechanisms for Wind Generation in ERCOT Market and the Inspiration for China

Abstract: Texas is the state with the largest installed wind power capacity in the US. The ISO of Texas, ERCOT(Electric Reliability Council of Texas), was once faced by challenges of integrating large-scale wind power. In 2009, ERCOT’s wind curtailment reached 17%. Through grid investment and Texas’s Nodal Market putting online, wind curtailment has dropped significantly in ERCOT system, with average annual rates below 2% in recent years. This paper mainly focuses on market mechanisms and operational improvement that ERCOT has adopted to integrate wind resources. In the end, this paper proposes suggestions for China’s electricity market reform and development on wind power integration.
