Abstract: The substation model is an important foundation of power system automation technology applications. IEC 61850’s substation model description is comprehensive and detailed, but the processing efficiency is not high, and can not be applied in the dispatching systems. CIM’s substation model description is relatively simple, and CIM/XML processing efficiency is quite low. CIM/E overcomes CIM/XML’s efficiency problem, but the model is not comprehensive enough. This paper fully expands the CIM/E specification to include primary device model, secondary device model, communication model, control model, protection model and data acquisition model, so that the substation model can be comprehensively described just as IEC 61850, and be effectively verified by the prototype system. Thus the expanded CIM/E model is expected to be the public substation model description of substation and dispatching automation systems.
