Overview and Reflection of European Smart End-use Development

Abstract: European countries are at the forefront of world smart meter deployment and have conducted a large number of R&D and demonstrations in terms of smart demand response, electric vehicles and the access of distributed generation. Two-way interaction between power grid and customers are realized through smart end-use. The European experiences in smart end-use development were studied and it is concluded that R&D, demonstration and promotion of smart end-use needs to be pushed by legislations and policies; scientific assessment of demonstrations can increase the resource allocation efficiency in the deployment; deployment planning should be made based on the cost-benefit analysis and minimum functional requirements and technical standards be made according to national conditions; new business models need to be explored.
