摘要: 关键技术、资产拥有权以及管理结构等方面存在的异质性,使中欧智能电网发展轨迹表现出不同特点的同时,也为彼此间互相借鉴不同经验和成果提供了机会。在欧盟的主导和推动下,欧洲智能电网建设体现出政策支配性强、用户参与度高、资源整合力度大、技术创新意识浓等特点。受此启发,欧盟勾画的这条智能电网路线图及其所体现的发展思路,从政策布局、产业链、技术等多个方面为中国智能电网实践带来有益的启示。

Abstract: There are differences between the development of smart grid in China and Europe in terms of key technology, asset ownership and management structure. Those differences result in different smart grid roadmaps and opportunities for two sides to share experience and achievements. The implementation of smart grid in Europe, led and promoted by EU, is characterized by features such as policy-dominated, user-involved, resource-integration and technology innovation. Its philosophy provides beneficial inspiration for smart grid practice in China in different perspectives including policy making, industry chain and technology development.
