基于全排列多边形图示指标法的火电企业节能减排绩效综合评价

摘要: 火电企业节能减排的成效决定中国节能减排整体目标的实现,根据国家相关政策要求,从能源资源消耗、资源综合利用、污染物排放和企业增效4个方面构建了科学全面的火电企业节能减排指标体系,并利用全排列多边形图示指标法构建综合评价模型,克服主观因素对评价结果的影响,实现对绩效的动态评价。以某火电厂为例,对其近年来节能减排效果进行实证分析,结果表明该厂的节能减排综合绩效指数随季节波动并呈上升趋势,节能减排技改项目的效果明显,且该评价方法具有可行性。

Abstract: Effectiveness of thermal energy saving and pollutant reducing determines the overall goals of Chinese energy saving and pollutant reducing policy. Based on the requirements of relevant national policies, a comprehensive index system of thermal energy saving and pollutant reducing is established from energy resource consumption, resource utilization, pollutant emissions and business efficiency. In this paper, a method based on the entire-array-polygon indictor evaluation model is developed to evaluate the performance dynamically, which can overcome the influences of subjective factors. In final section of this paper, taking a thermal power plant as an example, an evaluation on its energy saving and pollutants reduction effect is performed. The result shows that the overall performance of this plant's energy reduction index is upward with seasonal fluctuations and the performance of the technological transformation projects is effective. The evaluation method is feasible.
