A Multi-criteria Fusion Decision-Making Method for Power Grid Planning Investment Based on Improved ELECTRE Method

Abstract: The investment decision-making of power grid planning not only needs considering the project benefits, but also needs considering the regional investment environment and enterprise management levels. In order to realize the effective unification of subjective experience and objective data, qualitative and quantitative indicators, project and environment, a multi-criteria fusion decision-making method for power grid planning investment based on improved ELECTRE method is proposed. Firstly, the concept of multi-criteria fusion decision-making of benefit, efficiency and effectiveness is proposed. Secondly, a power grid planning investment decision-making index system is established. Then, the filing assignment method and preference strategy are used to improve the ELECTRE method, and a power grid planning investment decision-making model is proposed based on the improved ELECTRE method, and the decision-making process for power grid planning investment is proposed. Finally, the feasibility of the proposed method is verified through case analysis. The research results show that the proposed method improves the benefit, efficiency and effectiveness of investment, which can provide a reference for relevant departments to make decisions for power grid planning investment.
