Demand Response Mechanism in Singapore Electricity Market and Its Enlightenment to China's Power Market Construction

Abstract: The demand response mechanism is of great significance for easing the current contradiction between power supply and demand in China and improving the utilization rate of energy resources. Singapore has a relatively mature demand response mechanism in electricity market. Firstly, the paper introduces the reform process of Singapore's electricity market and its operating mechanism at the present stage, with emphasis on the demand response mechanism under Singapore's spot market. Besides, the paper analyzes the settlement mechanism, and summarizes the characteristics and implementation effects of Singapore's demand response mechanism. And then, an IEEE-30 node example is used to analyze the implementation effects of demand response under different market scenarios. Finally, based on the current operating mechanism of China's spot market, some inspirations and ideas are put forward for China to construct the demand response mechanism of the spot market in the near future.
