Research on the Soft Environment of Arctic Wind Energy Development

Abstract: In order to meet the global energy demand by pushing clean and green energy, it is of great significance to develop wind power in Arctic and transmit the generated electric power to the load centers across the northern hemisphere continents. Regarding the soft environmental issues of Arctic wind power development within the framework of Global Energy Interconnection, the constraints of Arctic wind development are analyzed from the viewpoints of international laws and international organizations, the investment laws and policies of Arctic countries, environmental protection as well as the rights of Arctic indigenous peoples. Drawing lessons from the energy project in Russia invested by other countries, the China-Russia joint cooperation is recommended for the development of the Arctic wind power and power grid investment. Moreover, some suggestions to boost Arctic wind power development are put forward.
