Abstract: Power grid enterprises provide products with the characteristics of quasi-public goods, it is therefore very important to make a comprehensive and objective measurement of the overall power grid operation conditions. According to the characteristics of power grid enterprises, a power grid operation evaluation system is developed in this paper based on five dimensions including safety and reliability, coordination of the speed and scale, power utilization efficiency, economic benefits and social responsibility. During the evaluation process, the biggest difference-based additive weighting method is used to combine the entropy weight method with the order relation analysis method. The proposed method not only embodies expert professional judgment but also includes objective analysis. The weight of every evaluation index is then figured out. Finally, five prefecture-level power grids in a region are taken for case study.
