摘要: 电力通信网是电力系统重要的基础设施,建立正确的电力企业通信网运行质量评估指标体系有利于其规划、建设和运行的推进,具有重要的理论与实际应用价值。针对目前运行质量评估方法评估因素不够全面、缺乏稳定性等问题,提出一种电力企业通信网运行质量评估指标体系。首先利用系统论知识对电力企业运行管理和决策体系进行分析和概括;其次基于该组织体系,综合考虑指标纵向和横向比较的要求构建关键指标体系;之后对考核指标的目标函数进行设计;最后以某电力公司所提供的真实数据为例,对其通信网运行质量进行考核评估,验证了该方法具有比较好的可行性。

Abstract: The power communication network is an important infrastructure of the power system, and establishing a correct operation quality evaluation indicator system is very significant for the planning, construction and operation of electric power communication. Since the evaluation factors of existing operation quality evaluation methods are not comprehensive and poor in stability, an operation quality evaluation indicator system of communication network is proposed. Firstly, the system theory is used to analyze and summarize the operation management and decision-making system of electric power enterprises. Secondly, a key indicator system is constructed considering the requirements of vertical and horizontal comparison of the indicators, and then the objective function of the evaluation indicators is designed. Finally, the actual data provided by a power company is taken as an example to evaluate the quality of its communication network, which proves that the method has good feasibility.
