摘要: 电力市场领域中,发电商市场力的存在会导致电力资源配置效率低下,损害社会福利,降低市场竞争效率。对发电商行使市场力的行为方式进行分析,建立发电商市场力风险评估指标体系,并应用改进Critic-G1组合赋权法对某地区发电商市场力风险进行综合评价。算例结果表明,该地区发电商市场力水平各异。所提方法已在华东某省电力市场得到了实际应用并取得良好的效果,可为其他地区市场运营机构有效识别发电商市场力风险提供一定的依据及参考。

Abstract: In the field of electricity market, the existence of market power of generation companies will lead to inefficient allocation of electricity resources, harm social welfare, and reduce the efficiency of market competition. This article analyzes the behaviors of generation companies, and establishes a market power risk evaluation index system for generation companies, and applies the improved Critic-G1 comprehensive weighting method to evaluate the market power risk of generation companies in a region. The results of the case study show that the market power levels of generation companies in this region are different. The proposed method in this paper has been applied in a province of East China and achieved good results, which can provide a reference for market operators to effectively identify the market power risks of generation companies.
