“十三五”骨干网架发展的探讨

Research on Power Grid Development in the Period of “13th Five-Year”

摘要: 根据国家能源局发布的《电力发展“十三五”规划(2016-2020年)》,在分析电网存在的主要问题、面临的形势和任务的基础上,重点研究未来中国电网发展的主要任务以及“十三五”期间中国骨干网架的发展思路和重点。为适应清洁能源大规模高效发展,适时优化调整同步电网格局;为满足大规模多馈入直流受电安全性需要,加快骨干电网技术升级;进一步优化主网架结构,实现各电压等级电网协调发展。“十三五”期间加快形成坚强骨干网架结构,促进大型水电、可再生能源基地的开发与消纳,实现更大范围的资源优化配置,优化电源结构和网架,保障能源可持续安全供应。

Abstract: Based on the 13th Five-Year Power Development Plan(2016-2020) issued by the State Energy Administration, the paper analyzes the status quo and problems of existing power grid in China, studies the prospect and requirement of future power grid development, and discusses the idea and focus of backbone power grid development in the period of“13th Five-Year Planning”. It is necessary to optimize in due time the layout of synchronous power grid for meeting the requirement of large-scale development of renewable energy, to speed up the upgrading of backbone power grid for meeting the security needs of large-scale multi-infeed HVDC system, and to optimize the structure of the main power grid for coordinated development of power grids of all voltage levels. It is proposed to accelerate construction of strong key power grids in the period of“13th Five-Year Planning” in order to promote the intensive development of the large-scale hydropower and renewable energy bases and to achieve the optimal allocation of energy resources in the national scope.
