Development Status and Policy Suggestions for District Energy Integration

Abstract: The district energy integration of multi-energy systems improves the efficiency of district energy use, and strengthens the local consumption of renewable energy, and reduces pollutant emissions. The development of district energy integration needs more effective policy measures. Firstly, this paper systematically analyzes the current development status of district energy integration in China, and summarizes the characteristics of the current development from four aspects including investors, technology application, key market and relevant policies. And the paper also identifies the existing key problems, which include technical problems, policy problems and operation problems. Then the policy measures and experience for solving these problems in foreign countries, including planning, regulations, subsidy policies, price policies, demonstration projects, are reviewed. At last, the paper puts forward four policy suggestions for the development of district energy integration in China based on the actual situation.
