Abstract: In recent years, integrated energy services have been greatly improved as the result of the prominence of energy and environmental problems, changes in user energy demand, and breakthroughs in key technologies such as "Internet plus" and energy storage. Quite a few works can be found on integrated energy systems and integrated energy services. However, little of them has focused on the district-level. In this paper, a typical district classification method based on TOPSIS model was proposed, which divided districts and counties into six types. According to the characteristics of districts and counties types, implementation routes of integrated energy services were planned. The proposed methods were applied in the case studies of several typical counties, including Baoying, Jiangyin, Yangzhong, Xuanwu, Wuzhong and Tongshan.
