摘要: 中国高度重视储能发展,电网侧储能是实现储能规模化发展的重要途径。结合储能技术经济特性和电力系统需求,提出中国电网侧储能应用的几点总体认识。电网侧储能应在能源电力规划中统筹考虑,综合衡量安全效益、经济效益和社会效益,优化总量规模、分区布局和技术类型。针对保障安全、保障输配电功能、降低网损、提高新能源利用水平等典型场景,开展电网侧储能典型案例的应用价值和经济性研究。研究结果表明:抽水蓄能作为系统级的调节手段,应保持一定规模;电化学储能作为一种电网元件,目前成本仍然比较高,仍须通过统筹规划,提高应用经济性,未来规模化发展需要依赖市场。

Abstract: China attaches great importance to the energy storage development. Grid side energy storage is an important way to achieve large-scale energy storage development. Combined with the technical and economic characteristics of energy storage and the demand of power system, this paper introduces several general understandings of the gird side energy storage application in China. The grid side energy storage should be integrated into power planning with comprehensive consideration of the security, economic and social benefits, and it is necessary to optimize the total scale, layout and technical types of grid side energy storage. Based on the typical scenarios such as ensuring power system security, ensuring the function of power transmission and distribution, reducing the loss of power grid and improving the utilization level of new energy, a research is carried out on the grid side energy storage application value. The research results show that pumped storage, as a system-level regulation measure, should be planned with a certain scale. Electrochemical energy storage, whose cost is still relatively high, still needs to improve the economy through reasonable planning, and its future large-scale development relies on the market.
