摘要: 京津唐电网长期以来通过指令调度方式对调频资源进行“按需调用”,调频价格无法真实反映市场供需关系。在分析京津唐电网调频辅助服务现状及问题基础上,设计了以“集中竞价、边际出清”为核心的京津唐电网调频服务竞争机制及模式,实现了基于该竞争机制下的调频资源辅助决策系统。实际算例分析表明,该系统在满足电网需求的情况下能够显著减少调频费用,提升调频资源利用水平。

Abstract: Jing-Jin-Tang power grid has long been through the command scheduling method for the frequency regulation resource by the need to call. Regulation price is not accurate to reflect market price determined by supply and demand. Based on current situation and problems of frequency regulation service in Jing-Jin-Tang power grid, a competitive operation mechanism and mode is designed. Using “centralized bidding, marginal clearing” as the core, the proposed mode realizes decision support system of frequency modulation in competitive market environment. Actual calculation example shows that proposed system can significantly reduce frequency regulation cost and improve resource utilization level.
