保障系统安全稳定的电网构建应对策略研究

摘要: “十三五”期间,中国的特高压交直流工程跃进式发展、东中部地区仍是电力负荷中心、大型能源基地进一步西移和北移,这些典型特征使得电网构建过程中的系统安全稳定问题面临新的挑战。针对中国现状电网的安全稳定问题,吸取现状电网安全稳定经验教训,剖析电网发展可能带来的安全稳定问题,统筹考虑送端电源基地与受端负荷中心、特高压与500 kV、交流与直流的协调关系,兼顾过渡期,提出电网构建应对策略,保障系统安全稳定。

Abstract: During the 13th Five-year period (2016-2020) of power grid planning, China will witness a rapid development in construction of UHV projects. At the same time, the eastern and central regions will still be the center of power load, and the large energy bases will further move to the west and north. Grid construction will face new challenges in power security and stability due to abovementioned situation. Based on the experience and lessons in power security and stability of existing grid, this paper analyzes the potential security and stability problems brought by future grid development. Measures are proposed to ensure the security and stability of power system with full consideration of the coordination relationship between power base and load center, UHV and 500 kV, AC and DC.
