Call for Papers on the Theme of "Innovation and Key Technologies of Coupled Operation Mechanism of the National Unified Power Market"

Building a national unified large market is a major decision made by the Party Central Committee. The Third Plenary Session of the20th CPC National Congress clearly proposed to "build a high-level socialist market economic system" and made "building a national unified power market" a key task. In 225, it marks the 10th anniversary of the new round of electric reform, which started with the Central Document No. 9 of 2015, is also a milestone node for the preliminary establishment of the national unified power market system. Over the past ten years, China's power market has achieved a leapfrog development from nothing to, from exploration to standardization, successfully walking a Chinese-characteristic path of power market construction, providing a solid support for ensuring power security, promoting energy transformation, and optimizing resource allocationUnder the guidance of the "dual carbon" goals, the transformation of China's energy structure is continuously accelerating. As of the end of June 2025, the new energy installed capacity exceeded 1.67 billion kilowatts, surpassing thermal power to become the dual main body of installed capacity and electricity generation increment.
According to the drawn by President Xi Jinping, by 2035, the total installed capacity of wind and solar power is expected to reach more than six times that of 202, aiming to exceed 3.6 billion kilowatts. The development of new energy is moving from scale expansion to systemic transformation, and the safety mechanism and balance model of power system are facing a profound reconstruction, posing unprecedented challenges to market operations.
Looking ahead to 2030, with the further liberalization of power generation and consumption plans, gradual maturity of the trading system, and the comprehensive emergence of new business forms, China's power market construction will enter a new stage, facing more complex and arduous tasks, urgently needs systemic breakthroughs in the following key areas: in terms of space, promoting the coordinated coupling of inter-provincial and provincial/regional multi-level markets; in terms of value improving the coordinated configuration mechanism of multi-dimensional values such as electricity, capacity, regulation, and green environment; in terms of elements, efficiently tapping flexible regulation resources in the entire of-grid-load-storage; in terms of subjects, standardizing and guiding diversified market participation of the user side; in terms of goals, achieving a dynamic balance between economic efficiency and power supply and green transformation. Solving these core issues is the inevitable path to improving the efficiency and effectiveness of market resource allocation.
To this end, the editorial department of China Electric Power has specially invited Professor Fan Menghua, a senior engineer at the State Grid Energy Institute Co, Ltd., Director of the Reform and Market Research Office of the Enterprise Strategy Research Institute, Professor Liu Dunnan, a professor at North China Electric Power University and the Deputy Director the Energy Internet Center, Professor Liu Zhaoxi from the School of Electrical Engineering at South China University of Technology, and Associate Professor Gu Hongye from the Department of Electrical Engineering Tsinghua University to serve as guest editors, and organized the column of “Innovation and Key Technologies of Coupled Operation Mechanism of the National Unified Power Market”. welcome domestic and foreign experts, scholars and researchers to actively contribute, and work together to promote the continuous deepening and progress of related research.

English translation of the title, authors, institutions, abstract, keywords, and references must be provided.
2. Research should focus on hot and difficult issues in related fields, and reflect the core innovative achievements of the above professional directions.
3. Papers should, in principle, be supported by fund projects, and the project name and number should be provided a standardized manner.
4. The submitted paper must not have been published in any public media.

Fan Menghua, a professor-level senior engineer, is currently the director of the reform market research room at the Corporate Strategy Institute of State Grid Energy Research Institute Co., Ltd. He is mainly engaged in research work on the power market, power system reform, and strategic planning. He has hosted and participated in more than 50 major scientific research projects, authored or co-authored 20 books, obtained 6 invention patents, received more than 50 scientific research awards at the provincial and ministerial (industry) level and above the State Grid Corporation. He has been awarded honorary titles such as Grid Corporation Youth Post Expert, Advanced Individual in System Reform Work, and Excellent Expert Talent Reserve, and was included in the 2024 China Knowledge Network Highly Cited Scholar.
Liu Dunnan, a professor at North China Electric Power University, a doctoral supervisor, the deputy director of the Beijing Municipal Key Laboratory of New Energy Power and Low Development, an expert of the National Energy Administration and the Beijing and Guangzhou Power Trading Centers, the deputy director of the Beijing Municipal Engineering Research Center for Electric Vehicle Mobile Energy Storage Control Technology, and the Chinese contact person for the Ministry of Education-California, Berkeley, USA, 111 Talent Introduction Base, and the deputy director of the of Education Carbon Neutrality Energy Management Virtual Teaching and Research Office. He is also the deputy director of the Energy Internet Center of North China Electric Power University, the secretary-general the Energy Internet Professional Committee of the China Energy Research Society, the secretary-general of the IEEE PES Energy Internet Technology Committee, the deputy secretary-general of the Electric Power Market Committee of the Chinese Society of Electrical Engineering, and the director of the Electric Power Technology and Economic Division of the Chinese Society of Technical Economics. His main research directions include the power market the economic operation of the power system.
Liu Zhaoxi, a professor at the School of Electrical Engineering of South China University of Technology and a doctoral supervisor He received his Bachelor's and Master's degrees in Engineering from Tsinghua University, a Doctor of Engineering degree from the Technical University of Denmark, and was a visiting scholar the University of California, Berkeley. He is a senior member of the Institute of Electrical and Electronics Engineers (IEEE Senior Member), a member of the IEEE-PES Technical Committee on of Renewable Energy Systems (China) Marine Renewable Energy Subcommittee, a member of the Green Low Carbon Technology Professional Committee of the China Energy Research Society, and a member of Energy Internet Working Committee of the New Engineering Alliance. He has been engaged in research in related fields such as power market analysis, energy system optimization, and energy system security and reliability for long time. He has published/accepted more than 80 scientific and technological papers included in SCI and EI, co-edited 2 professional books on power, and obtained 2 authorized invention patents. He has been selected as a top 2% global scientist by Stanford University for 4 consecutive years from 2022 to2025.
Guo Hongye, Associate Professor at the Department of Electrical Engineering of Tsinghua University, Director of the Transaction Platform Research Office at Energy Internet Innovation Research Institute, and a recipient of the China Association for Science and Technology's Young Talent Support Program. He serves as a committee member of the Youth Work Committee of China Energy Research Society and the Inner Mongolia Electric Power Multi-Party Trading Market Management Committee. His main research directions include the power market, demand-side flexibility, and the of artificial intelligence in power systems. He has hosted national natural science foundation projects and served as the principal investigator of major projects in the national smart grid technology innovation special. He is an Editor of journals such as IEEE Transactions on Smart Grid and iEnergy. He has received one second-class prize for scientific and technological progress from the Chinese Electrical Engineering Society (first) and two special jury commendation gold medals at the Geneva International Invention Exhibition (second author). He has participated in the formulation of two national standards related to the power and load management. He has published more than 70 papers and has been granted more than 10 patents and software copyrights.
