    Call for Papers on "Key Technologies for Southwest Hydropower Development and Multi-Energy Complementarity"
  • The development of hydropower in Southwest China is a major project proposed by the National 14th Five-Year and the Long-Range Objectives through the Year 2035, which serves the major national strategy. It will play an active role in accelerating the new development pattern and high-quality development, and is of great significance for deeply promoting the "double carbon" goals and responding to global climate change. The project utilizes abundant hydropower resources, the development of solar and wind energy resources in the surrounding areas, and building a clean energy base with complementary hydropower, solar, and wind power. This is a major measure China to promote the green and low-carbon transformation of energy.

    The development of hydropower in Southwest China faces significant technical challenges due to the extremely high concentration hydropower resources and the great difficulty in construction and operation. The high water head, large capacity, numerous units, and long pipelines, as well as the design and manufacturing of impulse turbine units and the optimization of hydraulic design for long diversion power generation systems, bring great challenges and difficulties to the design and construction of power stations; the complex coupling relationship between-connected hydropower stations and the coordination of operation bring great challenges and difficulties to power station control, dispatch, and source-network coordination; the local new energy resources such wind and solar energy are abundant and concentrated, but the natural conditions are complex and harsh, and far away from the load center, resulting in the existence of constraints such as the statistics prediction of new energy resources such as wind and solar energy, and the constraints of power transmission channels and market consumption, which bring great challenges and difficulties to multi-energy complementary regulation and. In view of the major technical challenges faced by the development of hydropower in Southwest China, it is imperative to carry out key technology research, solve the hot and difficult issues engineering construction and operation, promote the coordinated development of clean energy and power grid, and serve the major national development strategies.

    To this end, the editorial department China Electric Power has specially invited Wang Feng, senior engineer of State Grid Southwest Electric Power Research Institute, director of the Hydropower Research Institute; Guo Wencheng associate professor of Huazhong University of Science and Technology; Zhang Yuquan, professor of Hohai University, vice-president of the School of Electrical and Power Engineering; Lei, associate professor of Tsinghua University, deputy secretary of the Party Committee of the Department of Energy and Power Engineering; and Lu Qiang, senior engineer of State Grid Electric Power Research Institute, deputy director of the System Research Institute, to jointly serve as special editors, and organize the column of "Key Technologies for Southwest Hydropower Development and MultiEnergy Complementary". We welcome domestic and foreign experts, scholars and researchers to actively contribute and jointly promote the continuous deepening and progress of related research.

    Publication Plan for Papers:
    1. Deadline for submissions: July 2026
    2. Publication time: The second half of 2026, published in columns.
    3. Submissions to this column enjoy the green channel treatment for review in this journal. Once accepted, a notice of acceptance will be issued promptly, and priority will be to online first publication.

    Submission Requirements:
    1. Requirements for writing papers. Approximately 6,000 words, using Word formatting, please to the "Electric Power China" paper template (please download the latest paper template from the "Electric Power China" official website); English translations of the title, authors,, abstract, keywords, and references are required.
    2. Research should focus on hot and difficult issues in related fields, and fully reflect the core innovative achievements of the above professional.
    3. Papers should be supported by fund projects in principle, and the project name and number should be provided in a standardized manner.
    4. The submitted paper has not published in public media.

    Profile of the Column Guest Editor

    Wang Feng, male, Senior Engineer, currently serves as the Director the Hydropower Research Institute at the State Grid Southwest Electric Power Research Institute. He has been engaged in research in the field of hydropower and new energy prediction and dispatching for a long time, accumulating profound professional practical experience in the industry. He is responsible for the research and development and management of the smart grid dispatching control system (D500), the State Grid's new generation dispatching technical support system, and the water energy optimization utilization platform, focusing on the application and research of hydropower and energy. The achievements and products he leads have been successfully implemented and applied in more than twenty power grid provincial companies across the country, providing strong support for the efficient operation of power in various places. In terms of scientific and technological innovation, he has participated in-depth in the research work of two national key research and development projects and eight State Grid science and projects. He is responsible for/participates in the writing of eight national, industrial, and State Grid enterprise standards, participates in the writing of three monographs, publishes15 academic papers as the first or corresponding author, and obtains nearly 20 authorized invention patents.
    Guo Wencheng, male, Associate Professor and PhD. Supervisor at Huazhong University of Science and Technology, was selected as a top 2% global scientist by Stanford University, a young talent to be supported by the Association for Science and Technology, a "Chutian Scholar" of Hubei Province, and a "Yellow Crane Talent" (outstanding young talent) in Wu. He has hosted more than 70 scientific research and engineering application projects, published one monograph as the first author, and published more than 60 SCI papers as first or corresponding author. He has obtained more than 20 national invention patents and software copyrights. He has won one second prize for scientific and technological progress in the China Electric Construction Enterprises Association (ranked 1st), one second prize for scientific and technological innovation by the China Electric Power Enterprise Association (ranked 2nd), and one third for hydraulic power generation science and technology by the China Hydropower Engineering Society (ranked 2nd). He is also a member of the domestic counterpart working group of the I/TC4/WG36 "Transient Characteristics" of the International Electrotechnical Commission, a member of the seventh committee of the Youth Science and Technology Workers of the Water Conservancy Society, a member of the first committee of the Water, Wind, and Storage Multi-Energy Complementary Professional Committee of the China Hydropower Engineering Society, an associate editor and editor-in-chief of several academic journals.
    Zhang Yuquan, male, joint-training doctor from Hohai University and the University of Manchester,, professor at Hohai University, doctoral supervisor, vice-president of the School of Electrical and Power Engineering, a youth top-notch talent in the national "Ten Th Talent Plan", a recipient of the Jiangsu Provincial Natural Science Foundation for Outstanding Young Fund, an outstanding young energy technology worker of the China Energy Research Society, an outstanding young backbone teacher of the Jiangsu Higher Education "Blue Project". He is also the deputy director of the Engineering Research Center of the Ministry of Education for Renewable Power Generation Technology, a member of the committee on compressed air energy storage of the Chinese Society of Hydropower Engineering, an editor of the "Hohai University Journal", a youth editor of the "Journal of Water Conservancy and Waterway Engineering". He has been engaged in teaching and scientific research in the direction of safe and stable operation of hyower stations and comprehensive utilization of marine renewable energy for a long time. As the person in charge, he has undertaken more than 30 projects, including key projects and general of the National Natural Science Foundation of China, Jiangsu Provincial Natural Science Fund for Outstanding Young Projects, and commissioned scientific research projects from major hydropower and marine units of the state. He has won 5 provincial and ministerial science and technology awards, such as the Jiangsu Province Science and Technology Award, the China Hydropower and Technology Award, published more than 150 high-level journal papers (published more than 60 SCI papers as the first or corresponding author), published textbooks and monographs, authorized more than 40 invention patents, registered 3 software copyrights, and participated in the compilation of 1 national standard.
    Tani, male, associate professor with a long-term contract at Tsinghua University, doctoral supervisor, and deputy secretary of the Party Committee of the Department of Energy and Power. He has been engaged in teaching and scientific research in the direction of hydraulic machinery flow theory and flow control, multiphase flow cavitation and sand abrasion, vibration and noise a long time. In recent years, he has hosted 12 projects, including the National Natural Science Foundation of China, sub-projects of the National Key Research and Development Plan sub-projects of the National Major Science and Technology Special Projects, projects of the National Defense Innovation Special Zone, projects of the Fundamental Strength Promotion Plan, projects of the Pre- Common Technology of Equipment, and projects of the Beijing Municipal Natural Science Foundation. He has won 1 second prize of the Ministry of Education Science and Technology Progress Award, 1 prize of the China Machinery Industry Science and Technology Award, 1 gold prize of the 25th National Invention Exposition, 1 gold prize of the 1th Beijing Invention and Innovation Competition, 1 first prize of the China Shipbuilding Engineering Society Technology Invention Award, and 1 first prize of the China Shipbuilding Group Co, Ltd. Technology Invention Award. He has published 66 SCI papers as the first, second, and corresponding author, which have been cited 3970, including 7 ESI highly cited papers and 4 ESI hot papers. He has authorized 20 invention patents and 4 software copyrights. He is also a of the National Pump Standardization Technical Committee, an editor of the "Hydraulic Power Plant Electrical and Mechanical Technology", and a youth editor of the "Hydrop and Pumped Storage".
    Lu Qiang, male, Senior Engineer, Deputy Director of the System Research Institute of State Grid Southwest Electric Power Research Institute (responsible for carrying outpackage construction" work dispatched by State Grid Energy Institute), mainly engaged in research work in the fields of science and technology innovation strategy policy, energy policy economy, power grid planning and market. In recent years, he has undertaken more than 30 major research projects from the National Science and Technology Department, the State-owned Assets Supervision and Administration Commission of the State Council, State Grid Corporation of China and other units, participated in 4 national natural science foundation projects, national social science foundation projects, and national key research and development projects. The research results have won more than 40 kinds of awards at all levels from relevant government authorities, energy and power industry associations and State Grid Corporation of China, including 10 provincial and ministerial level awards or above. He participated in the compilation of 3 industry, group and State Grid Corporation enterprise standards, participated in the compilation of monographs, and published 20 academic papers as the first author or corresponding author.
