    Call for Papers: Column on "Flexible Operation and Planning of Low-Carbon and Highly Reliable Distribution Networks"
  • As the main carrier of new energy sources/loads and power supply, the current distribution network suffers from insufficient operational reliability and low-carbon capability, which restricts the further improvement of its bearing capacity for new energy sources/loads and fails to meet the demand for low-carbon and high-reliability power supply. To unblock the "capillaries" of the power grid, national policies have repeatedly focused on the development of distribution networks. The Guiding Opinions on the High-quality Development of Distribution Networks under the New Situation and the Implementation Plan for High-quality Development of Distribution Networks (2024-2027) both emphasize that the distribution network is the "last mile" of the power system, requiring intelligent, green, and low-carbon transformation to enhance power supply reliability and flexibility. Under the major demand of the country to promote the green and low-carbon transformation of the power energy system, carrying out research on flexible operation and planning technologies for low-carbon and high-reliability distribution networks, and exploring development directions such as electricity-carbon coupling, flexible grid configuration, zonal coordination, source-grid-load-storage interaction, high-quality power supply, digital twin, multi-level flexible interaction, and artificial intelligence for low-carbon and high-reliability distribution networks can not only promote China's realization of the "double carbon" strategic goal but also provide solid theoretical and practical technical support for the construction of a new power system.

    To promote and showcase the latest progress in this field and effectively facilitate the sharing and exchange of the latest academic and technical achievements, the editorial department of Electric Power specially invites Assistant Researcher Chenhui Lin from Tsinghua University, Associate Professor Weiye Zheng from South China University of Technology, Assistant Researcher Haotian Liu from Tsinghua University, Senior Engineer Jing Wang from Tsinghua Sichuan Energy Internet Research Institute, and Postdoctoral Fellow Yunpeng Jiang from Tsinghua University to serve as guest editors to organize a special column on "Flexible Operation and Planning of Low-Carbon and Highly Reliable Distribution Networks". Experts, scholars, and researchers in related fields are welcome to contribute actively.

    Column Paper Publication Plan
    Submission Deadline: September 20, 2025. Publication Schedule: Articles will be published in installments as columns by the end of 2025 or in the first half of 2026. Manuscripts for the column enjoy a green channel for review in this journal. Once accepted, acceptance notices will be issued promptly, and online first publication will be prioritized.

    Submission Requirements
    1、Paper writing requirements. The word count is about 6,000 words, typeset in Word. For the format, please refer to the Electric Power paper template (the latest version can be downloaded from the official website of Electric Power); English translations of the title, authors, affiliations, abstract, keywords, and references should be provided.
    2、For papers funded by research projects, please provide the project name and number. Papers funded by national projects are exempt from page charges in this journal.

    Introduction to Guest Editors

    Lin Chenhui, Assistant Researcher at the Department of Electrical Engineering, Tsinghua University. Selected for the Youth Talent Support Program of the China Association for Science and Technology, he won the First Prize of Beijing Science and Technology Progress (2/15) in 2023, the Special Prize of the China Electricity Council (3/15), and two Gold Medals at the Geneva Invention Exhibition. He is the Project Leader of a National Science and Technology Major Project (with a research fund of 25 million yuan). He serves as the Technical Program Chair of the IEEE Energy Internet Coordination Committee, Secretary of the IEEE P2048.501 Working Group, and Member of the Special Committee on Active Distribution Networks and Distributed Generation of the Chinese Electrotechnical Society. He is also an Editorial Board Member of 5 SCI journals including IET Renewable Power Generation and Electric Power, as well as the Chair and Convener of multiple international conference sessions. He has published 50 academic papers, applied for more than 70 invention patents, with a total of 1,370 citations and an H-index of 16. He has won multiple paper awards such as the Excellent Scientific Paper of the China Association for Science and Technology and the Leading F5000 Paper.
    Zheng Weiye, Associate Professor and PhD Supervisor at the School of Electric Power, South China University of Technology. His main research directions include power system dispatching, integrated energy optimization, and low-carbon operation. As a senior member of IEEE and a Chartered Engineer, he serves as a committee member of multiple specialized committees of the Chinese Electrotechnical Society, such as the Active Distribution Network and Distributed Generation Committee. He is also the Secretary of the Technical Committee on Smart Building Load and User Systems of IEEE PES, and an editorial board member of top journals including IEEE Transactions on Smart Grid and Applied Energy. He has presided over more than ten projects, including the National Natural Science Foundation of China and sub-projects of national major science and technology projects. He has won the First Prize of Natural Science in the Excellent Achievements in Scientific Research (Science and Technology) of Higher Education Institutions, the Tencent Rhino Bird Fund Excellence Award of the China Computer Federation, the Outstanding Young Scientist Award of Guangdong Electric Power Science and Technology Award, and the honor of being among the top 2% of global scientists in Elsevier's list.
    Liu Haotian, Postdoctoral Fellow at the Department of Electrical Engineering, Tsinghua University, and Assistant Director of the Distribution Network and New Energy Research Institute, Tsinghua Sichuan Energy Internet Research Institute. His main research focuses on dispatching and control of new-type power systems. He has won the First Prize of Beijing Science and Technology Progress, the Special Prize of China Electricity Council Power Innovation Award, the Second Prize of Science and Technology Progress of the Chinese Society for Electrical Engineering, and the Gold Medal of the Geneva International Invention Exhibition. He serves as a reviewer for top SCI journals in multiple fields, including IEEE Transactions on Power Systems, IEEE Transactions on Sustainable Energy, and IEEE Transactions on Smart Grid. In the past three years, as a key researcher, he has participated in 3 vertical projects and more than 10 scientific and technological development projects of State Grid and China Southern Power Grid. He has published 17 SCI/EI indexed papers, including 10 SCI papers, and authorized more than 10 invention patents (including 3 PCT US patents).


    Wang Jing, Senior Engineer, Executive Deputy Director of the Institute of Energy Management and Control for Distribution Networks and New Energy, Tsinghua Sichuan Energy Internet Research Institute. She has long been engaged in research related to new energy grid connection and consumption, as well as distribution network planning. She has presided over/participated in more than 30 national key R&D programs and scientific and technological projects of State Grid Corporation, published more than 20 papers in Chinese core journals and SCI/EI indexed journals, obtained 3 authorized patents, participated in compiling 5 national, industrial and enterprise standards, and won 5 first prizes of scientific and technological progress from provincial/municipal power grid companies.



    Jiang Yunpeng, Postdoctoral Fellow at the Department of Electrical Engineering, Tsinghua University. His main research focuses on energy management of power energy systems, and he has won the Excellent Doctoral Dissertation Award. He serves as a reviewer for multiple flagship journals at home and abroad. As the first author, he has published 7 papers, including 5 in SCI Q1 journals and 1 ESCI highly cited paper. He has presided over multiple sub-tasks of major smart grid science and technology projects and open projects of key laboratories, and participated in more than 10 projects such as major smart grid science and technology projects, National Natural Science Foundation projects, and scientific and technological projects of the State Grid Headquarters.
