摘要: 中国火电行业NOx治理任务十分艰巨,建立排污权交易制度将有助于如期实现NOx治理目标。从中国火电行业的实际情况出发,构建了火电企业NOx治理的成本和收益计算模型,并进一步推导了NOx治理最优脱除量计算模型,为火电企业参与排污权交易的行为选择提供了理论依据,并就完善中国脱硝电价政策提出了建议。

Abstract: Due to the tremendous effort involved in the NOx control of thermal power industry in China, establishing the emissions trading system will be helpful to achieve the NOx control goals on schedule. According to the actual situation of Chinese thermal power industry, this paper constructs a calculation model of the costs and benefits of NOx control for thermal power plants, and deduces the calculation model of NOx control optimal removal capacity, which can provide a theoretical basis for the strategic action choice of thermal power plants in the emissions trading. Finally, in this paper some proposals are put forward on completing the denitrification electricity policies.
