电力行业对地区节能和碳排放强度下降目标贡献分析

Study on Contribution of Power Industry for Regional Energy Conservation and Carbon Intensity Reduction Goal

摘要: 广东省电网是中国最大的省级电网之一,省内电源构成以火电为主,核电、抽水蓄能、常规水电、风电等其他电源并存,是接收西电东送电力最大的省份之一,涉及电力行业能源和碳排放核算最为复杂,且具有代表性。根据中国省级区域能源统计和碳排放核算规则,建立了广东省电力行业碳排放计算模型,提出单位终端用电能耗和碳排放2个指标,用于测算电力行业自身节能和碳减排效果,以及对地区节能和碳排放强度下降目标的贡献,并采用对数平均权重法分解其变动影响因素。以广东省2005—2012年的数据进行实证分析,给出了相关政策建议。

Abstract: Basing on the rule of regional energy statistic and carbon emission accounting, with a combination of former study, a model of CO2 emission accounting was built, with energy consumption and CO2 emission per unit final electricity consumption has been put forward to analyze the power industry’s energy saving and CO2 emission reduction as well as its contribution to regional energy saving and CO2 emissionreduction.As the verification of the effectiveness of the method proposes, a case study of Guangdong province is presented based the data between 2005 and 2012. The conclusion clarified some particial judgement, which will be instructional and helpful to the afterward countermeasures of energy saving and CO2 emission intensity policies making.
