中国火电节水现状分析及措施建议

摘要: 针对中国十分严峻的水资源短缺形势,近几年以来国家出台或修订了多项法律法规标准,对水资源管理工作尤其是对火电节水工作提出了新的更高要求。为进一步推动火电节水工作,总结描述了与火电行业节水相关的法规政策要求;分析了火电行业用水现状和主要节水措施;调查和对比了不同类型机组耗水水平;归纳了火电节水工作存在的主要问题。针对“十三五”节水工作更高要求,提出了火电节水措施建议,为国家制定节水政策提供参考。

Abstract: In recent years, China has promulgated and amended multiple laws and policies regarding the severe situation of water shortages. In particular, higher requirements are proposed for the water resource management in the aspect of the water saving of thermal power industry. In order to improve the water-saving work of thermal power industry, this paper summarizes the relevant legal requirements and analyzes the current situation of water utilization and major water saving measures of thermal power industry, investigates and compares the water consumption level of different types of generation units, and generalizes the main problems of the water saving in thermal power industry. At last, according to the requirements of “The 13th Five-Year Plan”, the paper puts forward countermeasures and suggestions for the water saving work of thermal power industry which will provide beneficial reference for promulgating related policies on water saving.
