“十三五”电力发展思路解析

摘要: 电力是国民经济的重要基础工业,是能源行业的中心。电力健康持续发展事关能源革命、转型升级,事关经济社会发展全局,事关国家安全与国计民生。在简要回顾电力发展历程的基础上,重点剖析了当前电力系统存在的主要问题、矛盾及原因,分析研判了“十三五”及中长期电力发展面临的经济、能源及环境的主要形势和挑战,基于现实、立足矛盾、针对问题、面向未来,提出并阐述了“十三五”时期我国电力工业“绿色清洁发展、协调优化发展、灵活智能发展及市场化发展”的基本思路。

Abstract: As the kernal of energy industry, electric power is an important basic industry of national economy. The sustainable and healthy development of electric power industry is critical for energy revolution, transforming and upgrading of traditional industries, the national economic and social development as well as the people’s livelihood,and even the national security. Based on a review of the development history of China’s power industry, this paper focuses on the existing major problems and their causes in China’s power industry, and analyzes the present situation and challenges faced by China’s power industry in the field of economic development, energy supply and environment protection in the period of 13th Five-Year(2016-2020) and medium-to-long term. On this basis, the paper proposes and expounds the basic ideas for power industry development in the period of 13th Five-Year, including“green and clean development”, “coordinated and optimal development”, “flexible intelligence” and “marketization” development.
