中国南方电网与越南电网实施超高压联网可行性研究

摘要: 近年来越南电网负荷增长较快,但由于电源投资不足导致电力供应持续紧张,在已有220 kV联络线基础上扩大与中国南方电网的联网规模、增加受电容量成为解决其部分电力供应的可能方案;而作为送端的中国南方电网(云南)丰水期电力富余而枯水期电力紧张,也有必要研究是否可以通过扩大与越南电网的联网规模,以实现2个电网的互济运行,提高总体经济运行水平。为此,从中国南方电网和越南电网能源资源入手,通过对电力电量平衡和负荷特性互补分析,初步研究超高压联网的规模、技术路线和具体方案,对电力交易曲线提出建设性意见,并从电价水平的角度对联网方案的经济可行性进行分析。

Abstract: In recent years, Vietnam Electricity (EVN) faces great shortage of power supply due to fast power load growth and delayed power plant construction. So it can be a possible solution to expand the scale of interconnection between Vietnam Electricity(EVN) and China Southern Power Grid (CSG) based on the existed inter link of 220 kV and import more power from China. Meanwhile, CSG, especially the Yunnan province, has abundant hydropower in flood season, but a difficult power balance in dry season. Therefore, it is necessary to study the feasibility of bi-directional power trading through the expanded interconnection with EVN proposed above to improve the total operation efficiency. Based on the analysis of energy resources across the two countries’ boundary regions, the power balance, as well as the load curve coincidence of CSG and EVN, are studied, and the scheme of the EHV interconnection between CSG and EVN, including the scale and technical route, is proposed. Some constructive suggestions are given on power trading curves, and the economic feasibility of the EHV interconnection is analyzed in terms of the electricity prices.
