省地电网协同运行策略与实践

摘要: 近年来国内发生多起电网事件,事后分析都与省地运行方式安排不当有关。为保证电网安全可靠运行,深入分析了省调度中心与各地区调度中心现有运行方式工作模式的缺陷,将分散在省调和地调的全电压等级在线数据进行统一整合,实现了多时序电网拓扑模型自动拼接。基于全联通遍历算法自动搜索薄弱接线方式并对负荷损失进行精确评估,进而快速识别高危客户供电风险。对实时电网运行控制对策进行省地联合分析,构建了未来电网协同模型并给出不合理重叠检修方式智能排查方法,实现了省地电网联合决策,可用于指导省级电网运行方式协同决策平台建设。通过在省级电网中实际系统的应用表明,提出的策略能有效避免省地运行方式冲突并实现对电网的协同决策。

Abstract: In recent years multiple power grid outages are resulted from improper operation mode arrangement between province network and city network. In order to improve power grid operation safety and reliability, in-depth analysis is performed on defects existing in provincial and city power grid dispatching. The real-time operation data on different voltage levels scattered in provincial and city dispatch centers are integrated to realize automatic splicing of multiple sequence network topology model. The bottleneck points of network connection are searched automatically based on traversal algorithm. The loss of load is evaluated precisely in order to identify high-risk customer delivery quickly. Joint analysis is also performed on power grid real time operation control strategy. A collaborative grid model is built to identify unreasonable overlapping maintenance schedule. The realization of joint decision making of provincial and city power grid is crucial for construction of inter-provincial power network collaborative decision making platform. The practical application in provincial grid system shows that the proposed strategy can effectively avoid operating mode conflict between provincial and city grid. It also implements the collaborative decision-making on the whole grid.
