火电机组节能调度的技术框架研究

Study on Technical Framework of Thermal Power Unit Energy-Saving Dispatch

摘要: 在中国已具备实施电网节能调度的技术条件下,有必要研究节能调度涉及的关键性问题,即如何获得可靠的火电机组能耗数据及怎样才能做到发电排序公平。在分析5个试点省份所做工作的基础上,安徽省电力公司对省内火电机组进行了大规模的煤耗查定试验。在总结经验的同时对发电排序依据以及煤耗与污染物排放的关系进行分析,初步给出了火电机组在线监测系统构架和运行机制,并对火电机组节能调度系统进行研发。该节能调度系统能耗指标计算在各机组的数据采集服务器上进行,所有结果均上传至中心服务器,由此大大节省了硬件投资和网络资源,且可靠性得以提高。研究指出,对于研发节能调度系统、确定其运行机制,需要制定一条科学合理的技术路线。只有系统地分析研究并解决其中存在的关键技术问题,节能调度系统建成以后,才能稳定发挥其节能减排作用,为此还需进行更深入的研究。

Abstract: With the capability of conducting energy-saving dispatch permitted in domestic power grids, it is necessary to study the key issues related to the energy-saving dispatch, such as, how to acquire the reliable energy consumption data of thermal power units and how to realize the fair unit commitment sequence. Based on the pilot projects in five provinces, AEPRI has carried out a series of coal consumption experiments in the thermal power units of Anhui province and has conducted the analysis on the correlation between unit commitment sequence, coal consumption and pollutant discharge. The framework and operation mechanism of the online power unit monitoring system is proposed and the energy-saving dispatching system for thermal power units is developed. In this dispatching system, the energy consumption index is calculated in the data acquisition server of each unit, and the results are all uploaded to the central server. The configuration saves the hardware investment and network resources significantly. The system reliability also gets improved. The study also indicates that a scientific and reasonable technical roadmap should be developed for the dispatching system and its operation mechanism. The dispatching system may take on the role in energy-saving and emission reduction only when the existing issues are systematically analyzed and solved. Therefore, further studies on this topic are necessary.
