摘要: 配电自动化建设是提升配电网智能化水平,提升供电可靠性,保障供电质量的重要举措,也是配电网发展的重点方向之一。通过对目前国内配电自动化存在问题的反思及发展趋势的分析,明确了配电自动化整体功能与定位,提出了贯穿配电网的全方位配电自动化规划建设思路,并对配电自动化的典型应用场景进行分析。配电自动化规划建设中,需在全面分析配电网现状基础上,确定地区特色和关键问题,分别从网架梳理与优化、模式选择、主站建设、终端配置、设备改造和协调管理等方面统筹安排,从顶层高度合理构建配电自动化系统。规划思路与理念已在内蒙古8个盟市配电自动化“十三五”规划中得到应用,显著提高当地配电网运行管理水平,取得良好效果。

Abstract: Distribution automation, as one of the important development direction of distribution network, is the key method to promote distribution automation level, shorten blackout time, enhance power supply reliability, and guarantee the power supply reliability. Based on summary of existing problems and development tendency of distribution automation, function and orientation of distribution automation are clarified, and a comprehensive distribution network planning and constructing scheme is proposed. Also, typical application scenarios are analyzed. During planning and constructing of distribution automation, features and key problems should be determined on comprehensive analysis of current situation. Meanwhile, grid structure optimization, pattern selection, master station construction, terminal configuration, device transformation and coordinated management should be fully considered during distribution automation system construction. The programming scheme and idea have been applied in eight leagues in the Inner Mongolia region, which significantly improve operation and management level.
