省域电力转型的演进规律与驱动因素

Evolution patterns and driving factors of provincial-level power transition

  • 摘要: 破解省域电力转型区域发展失衡困境,是夯实新型电力系统建设根基、保障“双碳”目标稳步落地的关键。以中国30个省级行政区为研究对象,从清洁低碳、安全可靠、高效用能、经济协调4个维度构建评价体系,测度电力转型发展指数。结合时序分析、马尔可夫链模型与双向固定效应模型,揭示电力转型演进规律,并从区域维度、煤炭依赖维度剖析驱动因素的异质性特征。研究发现,全国电力转型发展指数累计增长32.5%,呈三阶段非线性演进特征;区域梯队分化明显,省域转型存在层级路径依赖,高水平省级行政区自我维持概率达95.3%,低水平省级行政区易陷入发展锁定。政策强度、技术创新、环境规制均可正向驱动电力转型,技术创新是核心稳定动力,驱动效果存在区域与煤炭依赖双重异质性。建议实施差别化精准施策、破除低水平锁定、强化政策与技术协同驱动,助力全国电力转型协同高质量发展。

     

    Abstract: Resolving the dilemma of regional development imbalance in provincial-level power transition is the key to consolidating the foundation of new power system construction and ensuring the steady implementation of the "dual-carbon" goals. Taking China's 30 provincial-level administrative regions as research samples, this paper constructs an evaluation system from four dimensions: clean low-carbon transition, safety and reliability, efficient energy utilization, and economic coordination, to measure the power transition index (PTI). By integrating time-series analysis, the Markov-chain model and the two-way fixed-effect model, the paper reveals the evolutionary patterns of power transition and analyzes the heterogeneous characteristics of driving factors from regional and coal-dependence perspectives. The results indicate that the national PTI has achieved a cumulative growth of 32.5%, exhibiting a three-stage nonlinear evolutionary pattern. Regional echelon differentiation is prominent, and provincial power transition is characterized by hierarchical path dependence. The probability of self-sustainment for high-level provincial-level administrative regions reaches 95.3%, while low-level ones tend to fall into development lock-in. Policy intensity, technological innovation, and environmental regulation can all positively drive power transition, with technological innovation acting as the core and stable driving factor, whose driving effects feature dual heterogeneity across regions and coal-dependent levels. Differentiated and targeted policy-making, elimination of low-level lock-in, and strengthened collaborative driving of policies and technologies are recommended to facilitate coordinated and high-quality development of national power transition.
