摘要/Abstract

摘要： 妥善处理电价交叉补贴是推进电力体制改革的关键问题。为深入分析电价交叉补贴的影响机理，将需求价格弹性纳入电价交叉补贴的理论模型，提出了基于“开口”形态的电价交叉补贴分类标准。研究发现：相对于地区间交叉补贴，不同用户间电价交叉补贴对我国电价的扭曲更为严重；“普惠制”和“助推物价”两个特征导致了中国电价交叉补贴的效益“溢出”问题。为准确把握处理电价交叉补贴的关键问题提供了理论支撑。

Abstract: How to dispose the cross-subsidy of electricity price properly has become a key issue in advancing the reform of electric power system. In order to analyze the mechanism of electricity price cross subsidy intensively, this paper takes the demand price elasticity used into its theoretical model to introduce a classification standard for cross-subsidy of electricity price based on Opening Form. It founds that:compared with cross-subsidy among regions, cross-subsidy among different users distort the electricity price much more serious in China; and the Generalized Preference and Price-boosting Effect have caused the benefit spillover problems of electricity price cross subsidy. It provides theoretical support for precisely grasping the key issues of dealing with electricity price cross subsidy.
