摘要: 在对中国智能电网调度控制系统实时监控与预警类应用功能研究的基础上,对近年来相关应用建设和实用化成果进行提炼总结,形成电力行业标准DL/T 1709.4—2017《智能电网调度控制系统技术规范第4部分:实时监控与预警》。分别从总体原则和接口要求、电网实时监控与智能告警、电网自动控制、电网运行分析与决策、辅助监测等方面对该规范进行解读,重点对每个应用的功能要求和核心要点进行解释说明,可进一步提高调度自动化人员对该类功能的正确使用,便于相关研究、设计、开发、建设和运行维护人员对该标准的理解。

Abstract: Power industry standard DL/T 1709.4—2017 “Technical specifications of smart grid operation and control system-part IV: Realtime supervisory control & early warning” is formed after summarizing construction and practical results based on function study into realtime supervisory control & early warning application. The main contents, namely real-time supervisory control and smart alarm, automatic control, operation analysis and decision, and auxiliary monitor are interpreted and discussed. Functional requirements and key technical points are explained in detail. The interpretation improves specification understanding for relevant personnel to implement standard functions correctly and easily.
