摘要: 增量配电投资业务放开作为新一轮电力体制改革的焦点和难点,一直吸引着社会各界的关注。随着全国106个试点项目的确定,增量配电投资业务放开从顶层设计进入了实施操作阶段。为促进增量配电投资业务改革试点顺利实施,在深度解读政府相关政策的基础上,深入研究增量配电投资业务放开的几大关键问题,包括增量配电投资业务放开方式、定价机制、发电企业参与试点方式、招标方式、配套保障机制等,并提出相关建议。研究成果可以为省内增量配电投资业务改革试点方案和细则制定提供决策参考。

Abstract: The deregulation of incremental distribution network investment business is the focus and difficulty of the new round of electric power system reform, which has attracted attentions of all sectors of society. with the country’s 106 pilots identified, the deregulation of incremental distribution network investment business proceeds from the top-level design to the implementation phase. In order to promote the smooth implementation of the pilot reforms, several key issues for deregulation of incremental distribution network investment business are studied in depth in this paper based on a deep interpretation of related policies, including deregulation mode, pricing mechanism, the way that the power generation enterprises to participate in the pilot reforms, and the supporting mechanism. Some relevant suggestions are proposed. The research results can provide a reference for decision-making in formulating schemes and specifications of the incremental distribution network investment pilot reforms.
